President Violated Constitution on Cabinet Composition-Lawyer

According to constitutional lawyer, Peter Walubiri, the recent reshuffle was done without due consideration of the principles of the Constitution, which mandates that the cabinet is inclusive of ethnic, religious, ideological, political and cultural diversity.

The current composition of Uganda\'s cabinet is not representative of the country and should be challenged in court, a constitutional lawyer has said.

According to constitutional lawyer, Peter Walubiri, the recent reshuffle was done without due consideration of the principles of the Constitution, which mandates that the cabinet is inclusive of ethnic, religious, ideological, political and cultural diversity.

The Constitution, under the Democratic principles of the National Objectives and Directive Principles of State Policy, states that the composition of Government shall be broadly representative of the national character and social diversity of the country.

 

Walubiri says complaints over the composition are valid, citing a deliberate attempt by President Museveni to sideline some regions in favour of others.

Out of the 30 senior ministerial positions, 20 are individuals from the Western region, followed by the Central region with five senior ministers. The Eastern region follows suit with 3 ministers while Northern has only two.

Of the 49 ministers of state, 18 are from the Eastern region; 12 from Western; 11 from central while Northern has 8 in cabinet.

The Leader of Opposition in Parliament, Wafula Oguttu recently raised the cabinet composition on the floor of the House, terming it uncharacteristic of Uganda.

Walubiri says though there has not been any precedence in court challenging this status quo, any Ugandan can challenge this.
