Kisembo has blocked the issuance of Certificates to three groups that had applied to benefit from the presidential initiative on wealth and job creation commonly known as Emyooga.
The SACCOs whose certificates were withheld
include Hoima West Division Journalists Emyooga SACCO, Kigorobya Constituency
Journalists Emyooga SACCO and Hoima West Performing Artists Emyooga SACCO. Each group had applied for 30 million Shillings.
Although the money had been approved by the government and wired onto
their respective bank accounts, queries were raised about the people who had come to pick the certificates on behalf of the
three groups. It is said that two of the groups were composed of non-journalists disguising themselves as Journalists while the purported artist's group was also made up of non-artists.
According to Kisembo, he blocked the issuance
of the Emyooga certificates to the groups after security thoroughly verified and
discovered that the members had formed ghost groups.

Kisembo adds that he has written to
the banks where the money was wired and advised them not to release the money to the groups
until genuine members are formed to benefit from the Emyooga.

Yosam Tumwebaze, the Hoima Resident District Commissioner-RDC
challenged the beneficiaries of the Emyooga to invest in enterprises
that will enable them to multiply the funds such as commercial farming, goat
rearing, and boosting on their already existing businesses.
Hoima district and Hoima City have 72 SACCOS which
were formed from 1,460 Emyooga Associations based in four constituencies of
Hoima West Division, Hoima East Division, Kigorobya and Bugahya Counties. Each
constituency is supposed to get 560 million Shillings out
of a total of 2.24 billion Shillings that was allocated to the district and the City.
The Emyooga initiative which is aimed at creating
jobs and improving household incomes to Ugandans in the Boda Boda industry,
taxi drivers, restaurant owners, welders, market vendors, women entrepreneurs,
youth, persons with disabilities, journalists, performing artists, veterans,
fishermen and elected leaders among others was launched in August 2019.
