Residents Protest Police Failure to Arrest Defiler LC Official

The minor claimed that Bwanika had repeatedly raped her and threatened to kill her if she reveal her ordeal to anyone.

Residents of Kibinge Sub County in Bukomansimbi district are protesting the failure by police to arrest an LC I official accused of defiling and torturing a 13-year-old girl. The suspect has been identified as Fred Bwanika, the LC I chairperson Bibaale village in Kibinge Sub County. It all started on Tuesday after the 13-year-old girl, who has been staying with Bwanika accused him of rape and torture. The minor claimed that Bwanika had repeatedly raped her and threatened to kill her if she reveal her ordeal to anyone.

However, the girl disclosed her ordeal to her brother, which forced Bwanika to torture her and burn her with hot water.URN saw severe bans on the girl’s back, which have become septic. 75- year-old Benita Nahimaana, the grandmother to the defilement victim says Bwanika asked to take care of grandchild following the death of her parents. Nahimaana says she was surprised that the person who was surprised to take care of simply defiled her and abused her.

She filed a case of incest, child labor and torture against the suspects at Misanvu Police post but nothing was done. A group of activists visited Bwanika’s home and found him to illegally confined 12 children. Angella Nakanwaagi, the Child Right officer attached to Kitovu Aids Organization says in addition to the alleged defilement, she has recorded statement from several other children under Bwanika’s care accusing him of incest, child labour and illegal confinement. Nakanwaagi also says he filed a complaint at Misanvu police post but nothing was done.

The failure by police to arrest the suspect has drawn angry reactions from the public. Sowedi Sserwadda, the Kibinge Sub county LC3 Chairperson says they are surprised that even with their intervention police has not taken any action. He says there are 12 other children who are at risk of defilement because they are illegally confined by the LC I official. Fred Bwanika, the embattled Bibaale LC 1 Chairperson has denied all the allegations against him. He claims that the minor was burnt by hot water while preparing posho.


Bwanika also denies illegally confining the children aged between 8 to 17 years saying they went to his place voluntarily. He also says he is ready to undergo DNA tests to establish whether he was sexually involved with his biological daughter, who gave birth to an albino. Johnson Turyareeba, the officer in Charge of Misanvu police post has admitted refusing to arrest the suspect saying it is still premature.

He says investigations are still ongoing before the suspect is arrested. Turyareeba explains that they need to record statements from all the victims and open a file before the suspect is apprehended. He asks residents to calm down saying police is handling the matter.
