Sarah Kibwika Appointed Commandant of Police Proffessional Standards Unit

The PSU has previosuly been headed by Senior Commissioner of Police Joel Aguma, Commissioner of Police Fortunate Habyara, Commissioner of Police Good Mwesigwa and Assistant Commissioner of Police John William Okalany.

Assistant Commissioner of Police Sarah Kibwika, has been appointed the first female commandant of police’s Professional Standards Unit- PSU replacing ACP John William Okalany. According to a reshuffle  by the Inspector General of Police Martin Okoth Ochola, Okalany, now heads to the directorate of human rights and legal services.

The PSU has previosuly been headed by Senior Commissioner of Police Joel Aguma, Commissioner of Police Fortunate Habyara, Commissioner of Police Good Mwesigwa and Assistant Commissioner of Police John William Okalany.

Okalany has been at the helm of PSU for close to three years after he was appointed into the position by former IGP Gen Kale Kayihura. Kibwika was transferred from traffic police to PSU as Okalany's deputy.

Deputy police spokesperson Polly Namaye said Ochola’s reshuffle takes immediate effect since they are within Kampala. Other upcountry reshuffles that have been halted in order not to defy COVID-19 directives which restrict the movement of people and vehicles, beyond the Kampala Metropolitan area.

Kibwika has formerly served in the Directorate of Traffic & Road safety & she brings to PSU a number of experiences including Leadership skills and a clean service record,” Namaye added.

Ochola has also transferred Commissioner of Police Moses Binoga to the Oil and Gas Division as an administrator. Binoga was last year removed from the anti-human trafficking desk at the Internal Affairs Ministry to Counter Terrorism directorate.

Other officers affected by Ochola’s reshuffle include ACP Dinah Kyasimire Bugondo, who has been sent to the Directorate of Human Resource and Legal Services as head of the Legal Advisory Services department. Bugondo has been attached to Nairobi as the East African Standby Force representative.

Senior Superintendent of Police Hosea Manyindo from human resources directorate has been sent to Interpol-EAPCCO desk while Dauda Hiriga, who is fresh from Mission, has been sent to Operation Services at police headquarters.

Ochola has sent Superintendent of Police Godfrey Kahebwa to the National Building Review Board to head security enforcement.  Kahebwa is remembered for causing a lot of controversies and chaos when he was acting RPC fpr Kampala South region.

ASP Richard Emuna from human resources open registry has been sent to barracks as an administrato and ASP James Mugoya from Mission Counter has been sent to Terrorism headquarters, while ASP Wilberforce Akandwanaho from ICT Directorate has been sent to MDD.
