School Director Held for Extortion, Illegal Registration

Police in Kabale district is holding the Director of Lunar International College, a Secondary School in Buyende district on grounds of extorting money from needy children.

Victor Muwumba was found registering children in Kabale town. He was reportedly planning to transport them to Buyende under the guise of offering them scholarships.

On one of the registration forms seen by URN indicates that applicants were required to pay UGX 80,000 to cater for the cost of acquiring a school uniform, registration and purchase of a hoe.

At the time of his arrest, Muwumba had already registered hundreds of children claiming that the school needed students who could engage in simple work at the school and in turn be accorded free education.

  

Our reporter all realised that the telephone contacts on the application forms were also incomplete with only nine digits instead of ten.

Gordon Mugarura, One of the parents who had registered their children says he had cleared all the requirements that were asked for his son to qualify for the scheme. He says he sold his bicycle to raise the money with the hope that this will see his son through secondary education.

Kigezi Regional Police Spokesperson Elly Maate confirms the incident and adds that police is liaising with counterparts in Kamuli to find out whether Muwumba is conducting lawful registration.

Maate warned parents against rushing to entrust their children with organizations whose origin is uncertain saying that they may end up handing their children to child traffickers.
