Sembabule District Fails to Secure Land Titles for Public Assets

In his 2016 Auditor General Report, the Auditor General, John Muwanga notes that Sembabule district doesnt have titles for all Sub county headquarters, health centers, bore holes, Valley tanks and buildings. According to the Auditor General, the absence of titles for land hosting key public assets exposes them to grabbing.

Sembabule district has failed to secure land titles for 99% of the public assets there blaming it on Buganda Kingdom. Regulation 88 of the Local Governments Financial and Accounting Regulations 2007 requires that the Heads of Departments to maintain the Register of lands and Buildings owned, rented or occupied by their departments and their title deeds.

Some of the assets without land titles include Sembabule Health center IV, Kawanda primary school and Kachinga valley dam among others. On Tuesday, the Sembabule Chief Administrative Officer, Willy Bataringaya appeared before the Local Government Accounts Committee and was tasked to explain the progress made in securing land titles.

Bataringaya told the Committee that they have only managed to secure a title for Sembabule district headquarters. According to Bataringaya, they met obstacles to secure land titles because of most of the land hosting the sub county headquarters and valley dams, belongs to Buganda Kingdom. He however, said they are in talks with Buganda Kingdom to ensure they secure land titles for the affected properties. 

The Local Government Accounts Committee Chairperson, Reagan Okumu noted that Buganda region is one of the areas where land issues are a menace.  He wonders how Sembabule district is sure that the schools, health centers and other public assets are still under their care without their titles. 

Okumu asked the officials to expedite the process of securing of the land titles.
