Sembabule Doctor Abandons Health Centre for Private Job

A doctor hired by Sembabule district to man its main Health Centre Four has opted to work for a private hospital allegedly owned by Sembabule LC 5 Chairperson Dr. Elly Muhumuza. The doctor’s action has left patients crowding Sembabule Health Centre Four without senior medical supervision or treatment.

 

The patients now have to wait for days to see the doctor and the health centre is facing a congestion problem. It is also reported junior medical staff have started absenting themselves from duty.

 

Jude Kasekende, Sembabule town council Local Council Three chairperson, said that the district had recruited Dr. Robert Tumusiime as the in-charge of the health centre. However, for the past one month Dr. Tumusiime has not appeared at the centre.

Kasekende claims that instead the Sembabule district chairperson hired Dr. Tumusiime to work in his privately-owned Bamu Hospital in Mateete Town council, leaving many people desperate at the government health centre.

Kasekende said that he had seen Dr. Tumusiime at Bamu hospital providing medication to patients yet he was recruited to carry out the same work at Sembabule health centre.

Josephine Nambalirwa, a resident from Nyange village in Mateete sub-county, is one such patient in urgent need of attention. She said that she was admitted at this health centre five days ago with a complication on her cheek. She was advised to wait for the doctor as her condition might need an operation. However since Monday, she had not seen Dr. Tumusiime.

Nambalirwa said she is worried her condition might get worse as she is only receiving painkillers to numb the pain.

Lawrence Lubega, a resident of Lwebitakuli, said Sembabule health centre has become a death trap for expectant mothers. He experienced this first hand when he had brought his wife to deliver.

 

Lubega said instead of attending to his wife, the health workers advised him to fuel the ambulance to transport his wife to Bamu Hospital. While his wife survived the ordeal, Lubega said he knows several husbands and expectant mothers who have not been so lucky.

When contacted for a comment, Dr. Tumusiime did not return calls. But Dr. Muhumuza, the LC5 chairperson denied hiring Tumusiime to work at his private hospital.

He told URN on phone that he may have visited his hospital some time back but is no longer offering any medical services at Bamu. He also claimed that he had information from Dr. Tumusiime that he had gone for further studies.

But a source close to Dr. Tumusiime told URN reporter on Wednesday that he works as a visiting doctor at Bamu Hospital. The source explained that Dr. Tumusiime is supposed to work in Bamu Hospital twice a week before returning to Sembabule Health Centre, where he is a full time employee.

 

Kamara Bayeye, the Sembabule Resident District Commissioner, promised to investigate the matter when contacted.

He said on recruitment, Dr. Tumusiime was given hardship allowance of 500,000 shillings as a fulltime employee and is violating the terms of his contract.
