Senior civil servants will soon be required to attend the National Resistance Movement (NRM) party meetings, Richard Todwong, the Minister without Portfolio In- Charge of Political Mobilisation announced Tuesday.

Addressing the press in Gulu town, Todwong said civil servants such as the Chief Administrative Officers (CAOs), Sub county chiefs and other district officials shall be required to attend the ruling NRM party meetings since they are the ones responsible for “implementing the NRM party manifesto.”

The Civil servants would be required during the meetings to give performance reports on the implementation of government programmes that are in line with the party manifestos.

According to Todwong, the Chief Administrative Officers and Sub County Chiefs will be required to submit their reports to their respective NRM district offices across the country.

The reports will be used to upgrade its manifesto ahead of 2016 general elections.

An audit report released in November last year which is critical of the NRM implementation of its 2011 manifesto revealed that the party has made a slow progress in the last two and half years after securing fourth term in the national elections.

A report released by an NGO, Uganda Governance and Monitoring Platform Track, indicate that the party has generally failed to fulfill promises it made in its 2011 manifesto. Out of 50 commitments that were audited, the NRM party made progress in only 17.

Top on list of unfulfilled promises includes: failure to improve health service delivery and quality of education.

The report assessed issues of corruption, poverty, growing unemployment, Agriculture and environmental protection.
