Serere MP to be Sued for Independent Disarmament Exercise

A Member of Parliament from Soroti District is being sued for allegedly employing the Arrow Boys Militia to harass people suspected of owning illegal guns.
John Emily Otekat, the Serere County MP, has reportedly been conducting his own disarmament exercise, using members of the Arrow Boys Militia to recover illegal guns.
In response to the MP's actions, Stephen Akabwai, a resident of Kangod village in Serere has served Otekat with a notice of intention to sue for alleged harassment.
Akabwai claims that Otekat has put him on his Most Wanted List and has wrongfully accused him of owning illegal firearms. He says that Otekat has repeated his charge on several radio stations in Soroti, putting his life at risk and ruining his reputation.
Through his lawyers, Omoding, Ojakol and Company Advocates, Akabwai has given the MP 14 days to respond.
The eastern regional investigations officer for the Uganda Human Rights Commission, Celestine Alou, says his office has received similar complaints against Otekat. He says four alleged victims of harassment and torture by the Arrow Boys were reported, but the cases were dropped after they were settled amicably.
The Soroti Resident District Commissioner, Omax Omeda, says the district security committee has not sanctioned Otekat's operations.
