Soroti Deputy CAO Arrested over Abuse of Office

Jose Jimmy Walamoe Lorwor, the deputy Chief Administrative Officer (CAO), Soroti district has been detained by Police, for abuse of office. Lorwor was arrested on Friday afternoon jointly with Jolly Nakiru, the Principal Treasurer of Moroto Municipal Council.

Jose Jimmy Walamoe  Lorwor, the deputy Chief Administrative Officer (CAO), Soroti  district has been detained by Police, for abuse of office.

Lorwor was arrested on Friday afternoon jointly with Jolly Nakiru, the Principal Treasurer of Moroto Municipal Council.

Lorwor and Nakiru were arrested shortly after they appeared before the Public Accounts Committee (PAC) of Parliament to reply to the queries raised by the auditor general\'s report for the financial years 2008/2009 and 2009/2010.

Lorwor was a former deputy town clerk Moroto Municipal Council while Polly Nakiru was the former Principal Internal Auditor Moroto Municipal council.

Lorwor is currently the new deputy CAO for Soroti who reported for official duty in February.

The arrest of the two officers stems from reports by the Public Accounts Committee of parliament that shows a large amount of money missing from Moroto Municipal council.

The money went missing during Lorwor\'s Moroto tenure in the financial year 2008/2009 and 2009/2010.

A senior Police officer who is not allowed to speak on behalf of Police confirmed that the officials were handed to them by Parliament Police.

The Chairperson Local government\'s Accounts Committee of Parliament, Winnie Kiiza who is also the Woman Member of Parliament for Kasese district said  that the committee was forced to hand over the two to the police because they failed to provide documentary evidence explaining how the money was spent.

Kiiza noted that according to the auditor\'s report of financial year 2008/2009, Lorwor was drawing UGX 300, 000 shillings for airtime every day as Moroto deputy town clerk.

Kiiza also added that Nakiru failed to account for UGX 5, 000, 000 million shillings. The audit report explains that Nakiru and Lorwor claimed to withdraw the money for civil servants in the financial year 2008/2009 without following authorised processes.

The local governments accounts committee of Parliament is in Soroti for two days: Friday and Saturday.

The committee will today handle the auditor\'s general queries for the districts of Abim, Padre, Nakapiripirit and Amudat.
