Soroti University Denies Causing RDC's Suspension

Nyene confirmed that RDC Ocailap could have landed in trouble because of his reckless statements he made in regards to the land wrangles between the University and local community.

Soroti University has denied having a hand in the suspension of Filbert Ocailap, the Soroti Resident District Commissioner. Ocailap's trouble started last week when the university forcefully evicted about 60 residents from a disputed piece of land measuring 10 acres at Aputon village in Arapai Sub County.

The RDC swiftly ordered the arrest of Soroti University Secretary, Ruth Achimo for authorizing the illegal eviction, which left several families homeless. On May 29th, Deborah Katuramu, the Secretary to the Office of the President suspended Ocailap for his involvement in land matters.

She asked Ocailap to immediately hand over office to Isaac Kawoya, the former Hoima Resident District Commissioner pending investigation into allegations of misconduct against him. According to Katuramu, the conduct of the RDC contravenes the Public Service standing order section F-s paragraph (a) and (b).  

Earlier reports had indicated that Ocailap was suspended following a petition by the university to the appointing authority. However, Juma Hassan Nyene, the Soroti University Spokesperson, has distanced the university from Ocailap's suspension.

He also denied that the university made a formal petition against the RDC to the appoint authority.

Nyene also denied that the university pleaded with Education Minister on Friday last to intervene in the land wrangles between the university and residents, saying they only discussed critical issues.

George Michael Egunyu, Soroti district LCV chairperson who is jointly accused with the RDC for meddling in the land matters, declined to comment, saying the truth shall come out after investigations.

Patrick Okabe, the Chairperson of Teso Parliamentary Group has questioned the manner of Ocailap's suspension. According to Okabe, they will continue condemning the forceful eviction of residents despite the removal of the RDC from office.

The land dispute between the residents and Soroti University is before Soroti Magistrate's court.  Last year, court stayed the eviction of the residents and developments on the disputed land until the matter is resolved.

Since then, unspecified number of residents have been compensated and opted to quit the land leaving about 17 families, according toRuth Achimo, the Secretary Soroti University.
