Three officers including; Oola Paul Komakech, the In charge of Ogom HC III, Ochitti Francis, the Lapul sub-county Senior Assistant Secretary), and Denis Obalim, a Senior Accounts Assistant face charges of fraud, mismanagement, and negligence of duty.
Five Pader district officials are in trouble following their arrest on charges of
abuse of office, negligence of duty, and fraud by the State House Health Monitoring team. Three officers including; Oola Paul Komakech, the In charge of Ogom HC III, Ochitti Francis, the Lapul sub-county Senior Assistant Secretary), and Denis Obalim, a Senior Accounts Assistant face charges of fraud, mismanagement, and negligence of duty.
They are accused of swindling Shillings 7.500.000 allocated to Lapul Health Center III when Komakech was still the health facility In Charge. Two others including Ocaya
Allan, a Porter at Ogom HC III, and Ongwech Selestino, a watchman at the same facility face charges of negligence of duty. Dr Ayella Ataro, the assistant
director of the State house health monitoring team confirmed their arrest, saying his team is doing their routine monitoring on how the health system strengthening block is
performing, the activities at the facilities, and financial flows, among others.

The suspects were released
after spending two days in custody upon refunding Shs. 7,500,000. Meanwhile,
the other two were cautioned. The Pader
district police commander Superintendent of Police (SP) Jackson Bogere
confirmed their release from the police cells.

The Pader district acting health
officer Dr Oyoo Benson, confirmed mismanagement and fraud saying that other
health facilities Incharges have failed to account for the PHC funds.
“Government’s funds are always to be accounted for, once requested, and this
was not the case with the arrested three,” he explained.

The State House Health Monitoring team further directed and
instructed the Pader Chief Administrative Officer and
the District Health Officer to terminate the services of three
clinical officers citing mismanagement at their workplace. They include Ocaya Samson, In
Charge of Atanga Health Center III, Oola Paul Komakech of Ogom Health Center III, and Michael Owiny of Pader Health Center III.
