State House: Operatives Enforcing Eviction in Rakai are Imposters

Operatives led by Ignatius Tumwesigye, who claimed to be from State House, launched forceful eviction of herdsmen living on Sango Bay land in Kakuuto Sub County, sparking off tension in the area. The Office of President has distanced itself from operatives carrying out forceful eviction from Sango Bay Land in Rakai which has left an estimated 800 pastoralists homeless.

 

In 2012, government cancelled the 99 year lease offer of Sharad Patel Simunibayi, the owner of Sango Bay and allocated the 20, 000 acre piece of land to Nusiveda Sugar Limited, an Asian firm to establish a sugar factory.

 

The land covering Kasasa, Kyebe and Kakuuto sub counties is now under Ministry of Finance and Economic Planning.

 

But early this week, operatives led by Ignatius Tumwesigye, who claimed to be from State House, launched forceful eviction of herdsmen living on Sango Bay land in Kakuuto Sub County, sparking off tension in the area. The operatives set on fire five houses in Kanamiti, Matengeeto, Mutukula, Lukulavu, Lukoma and Kabale in Kakuuto Sub County leaving several affected families stranded.

 

The affected families claim that Tumwesigye led operatives assaulted them and illegally arrested them when they tried to question why they were being evicted without a court order.

 

Ignatius Tumwesigye, the leader of the operatives who used anti riot police to forcefully enforce the eviction claimed that he was working on an order from State House and Ministry of Finance to evict the herdsmen to give way for the redevelopment of Sango Bay land.

 

But State House has since disowned him.

 

Lt. Jacob Asiimwe, the Officer in Charge of Lands in the Office of the President, has told Uganda Radio Network on phone that State House has never sent any team to evict people.

 

Asiimwe who has been following up the developments at Sango Bay land says Ignatius Tumwesigye, the operative who is implicated in evicting herdsmen is an imposter who should be arrested immediately.

 

Asiimwe says no one else is supposed to carry out any eviction anywhere without his supervision.

 

Lt. Asiimwe says he is going to direct David Kaboyo, the Rakai RDC, to immediately apprehend Tumwesigye and all those evicting people without a court order.  He says he was in the area recently and stopped the eviction of the herdsmen until the land is resurveyed to see if the affected herdsmen can retain some land.

 

Asiimwe also says State house is still investigating how herdsmen secured genuine land titles on Sango Bay land.

 

Ignatius Tumwesigye, the now disowned operative who is working with Alex Twebaze, the Rakai DPC and anti-riot police to evict the herdsmen after burning off their huts, has declined to comment on latest development.

 

Meanwhile some of the affected herdsmen say they will sue government if the current forceful eviction doesn’t stop immediately.
