There is a dispute
between the chairpersons of two sub counties in Tororo district over the location
of two factories and power that border their local governments.

Okanya, the LC 3 Chairperson Osukuru Sub county and his Rubongi counterpart,
Solomon Oketcho both claim the key installations fall under their jurisdiction.
They include Electro Maxx, Simba oil refinery and Solar North power plant. John
Paul Okanya, the LC 3 Chairperson Osukuru Sub County, has repeatedly told his
electorate to be prepared to protect the industries in their sub county.
He
accuses his Rubongi sub county counterparts of
deliberately altering their boundaries with intentions of claiming what belongs
to Osukuru Sub County.

Solomon Oketcho, the Rubongi Sub county LC 3
chairperson, says they have documentation indicating that of Electro Maxx is
under their jurisdiction.
He says the current dispute is being fueled by self-centered leaders who want to earn cheap
popularity for political gains.
According to Oketcho, when assumed office in
2016 he found a letter written by the then Deputy Chief Administrative Officer,
Swaib Balaba indicating that Electro maxx is under Rubongi sub county.

George Etyang, one of the elders in Asinget
village, which hosts Electro Maxx, says that since he was born in 1930 he knew
that Asinget village is in Osukuru Sub County.
He says there is no need for the two sub
counties to fight over something that is clearly demarcated.
84-year-old Yokonia Opendi, a resident of Abur
village neighboring Electro Maxx, says that the company is fully located in
Rubongi.
Opendi showed URN his graduated tax tickets to prove his claim that electro
Maxx is in Rubongi Sub County given its current location.
Stella Imukutet, the acting Tororo district chairperson,
says office that her office and the former previous tried to resolve the
dispute in vain.
She says they are going to seek assistance from the Local
Government and Lands Ministries to establish the true boundaries of the
factories.
