Suspects in Upcountry Cells go Without Meals

Suspects held in several Police cells in Western Uganda go without meals for several days.
An officer on the team inspecting Police cells, who spoke on condition of anonymity because he not authorised to speak to the media says that, the 500 shillings provided for feeding the suspects daily, is too little.
The Inspector General of Police Maj. Gen. Kale Kayihura recently appointed the Assistant Inspector General Special duties, Okoth Ochola together with the Commandant Police Standards Unit (PSU) John Ndungutse to conduct an audit on all police stations in the country.
Kayihura's directive came after suspects escaped from police cells in Mbarara and Sironko districts. Last week police sent four teams of officers to different parts of the country to visit police cells and assess the conditions in which suspects stay.
However, an officials on the team in Western Uganda says that most suspect rely on food brought by their families, while those whose homes are far depend on the mercy of police officers.
In one outpost in Kiboga the officers found that some suspects had stayed in police cells for over one month which is outside the constitutional 48hours with in which a suspect should be taken to court.
In Kasese, Mbarara and Fort portal, the teams observed that some police cells were too small for the number of suspects they were holding.
In one instance the officers found that suspects were staying with knives, folks, plastic plates, cups and match boxes, which are not allowed in the cells.
