Tempers Flare as Masaka Leaders Discuss Boundaries of Proposed City

Tempers flared in Masaka district council hall on Monday when local leaders convened to discuss the boundaries of the proposed Masaka city. 

The local government leaders met with the Commissioner for Urban Development in Local Government Ministry to make final deliberations on the boundaries of the proposed city.   

The Masaka LC V Chairperson, Jude Mbabali openly clashed with the Mayor Godfrey Kayemba over the boundaries of the proposed city. 

It all started after Mbabali claimed that they had unanimously resolved to have the entire Masaka district converted into a city.  

He claimed that all sub county councils in Masaka district had accepted to be merged to the proposed city. 

This didn’t go down well with Kayemba who argued that the proposal goes against the government policy on urban development and creation of cities.

Kayemba said the municipality already convinced the neighboring districts of Kalungu and Lwengo to annex some of the urbanized areas under their jurisdiction in support of their quest for a city status.    

The two local leaders presented varying minutes they claim to have obtained from lower local councils in support of their respective proposals

The varying submissions by both leaders raised anger from the audience. They blamed the leaders for failing to harmonize their positions on the matter despite the public anxiety to secure the city.    

Robert Kambugu, the Nyendo-Ssenyange Division Councilor indicated that matter is being driven by selfish interest of a few politicians who could be deliberately frustrating the aspiration of getting a city.    

Kambugu asked Justinian Nuwagaba, the Commissioner in charge of Urban Development in the Local Government Ministry asked the leaders to disregard the underlying squabbles to ensure their quest for a city status is granted.

The bitter exchange prompted Masaka Municipality Member of Parliament, Mathias Mpuuga Nsamba to intervene to call the meeting to order, arguing the meeting had been fed on rumors. 

He explained that as leaders they had agreed to merge Masaka district with some areas from Kalungu and Lwengo districts to form a city after realizing Masaka could no longer sustain itself in terms of local revenue collection upon losing two of its sub counties into the proposed cities.
