Two Gulu Police Officers Arrested for Aggravated Defilement

It is alleged that 36-year-old Ochan defiled a 14-year-old minor while on duty at Palaro Police post in May 2018. He later procured an abortion with the help of two health workers, with whom they have been detained at Gulu Central Police Station on Tuesday.

Two police officers in Gulu district have been arrested on allegations of aggravated defilement.

They are Sergent Jaspers Opene, the former Police Officer in Charge of Palaro Sub County Police post and Special Police Constable George Bush Ochan. They are accused of conspiracy to commit felony and aggravated defilement respectively. 

It is alleged that 36-year-old Ochan defiled a 14-year-old minor while on duty at Palaro Police post in May 2018. He later procured an abortion with the help of two health workers, who are also on detained at Gulu Central Police Station.

The health workers are Dr Loum Innocent Oling, attached to a Private Medical Center in Gulu Town and Jennifer Apiyo, a nurse in Palaro trading centre. 

Patrick Jimmy Okema, the Police Spokesperson for Aswa River Region says preliminary investigations indicate that Ochan kidnapped the minor from Palaro Police post where she had been taken for night custody and defiled her for three days from his home.

He declined to comment why it has taken the police six months to arrest the police officers. 

According to Okema, the victim was taken to Police and handed over to Sergent Jasper Opene after getting stranded at Palaro trading centre while travelling from Palabek Kal in Lamwo district to Gulu Town by a good Samaritan. He says they are interested in unravelling how the minor ended up with Ochan and why Opene failed to reprimand Ochan more than 6 months later.

Alex Okoya Odongo, the LC2 Chairperson of Labourline Parish in Gulu Municipality and a relative to the minor recorded statement at Gulu Central Police station indicating that Ochan procured an abortion with the help of the health workers after he impregnated the minor.

Okema says that Apiyo and Dr Oling will be tried for procuring abortion while Opene will answer to charges of neglect of duty after he failed to reprimand Ochan for the alleged crime. The matter is being investigated under SD Reference CRb 147/2019
