The Auditor General has directed for an investigation into the conduct of the Executive Director of Uganda Industrial Research Institute, Prof. Charles Kwesiga on grounds of nepotism and mismanagement of the institution.
The recommendation is contained in a report by the Public Accounts Committee report on the Auditor General\'s findings on the institute for the year ending 30th June 2011/2012.
In the report, the audit revealed that several employees were recruited without following the recruitment procedure as prescribed in the Institute\'s human resource policy.
â€œOut of a sample of 25 personal files verified, twenty of these were found to have been recruited without the jobs being advertised,â€ the report reads in part.
The committee further noted that Prof. Kwesiga was presiding over a nepotic and inherently unfair recruitment system, recommeding that disciplnary action is taken.
The report, presented byt committee vice chairman, Paul Mwiru, also noted the irregular variation of contract price of Shs. 34 million that the institute entered into with a contractor to supply 220 pieces of metallic casting nets. It emerged that the Institute varied the contract price by 32% to Shs. 46 million, beyond the 15% limit that is allowed under the PPDA regulations.
The institute is also accused of running five active projects under virtual incubation with expired contracts. They include Busia Meat Packers; Savoury Classic Meat Packers; Mushroom Training resource centre; United Foundation of Entrepreneurial Skills for Development and Grace K Supermarket.
Debating the report, Kyegegwa Woman MP, Flavia Kabahenda, who chairs the Trade and Tourism committee, faults Prof. Kwesiga for failure to cooperate with Parliament and other government agencies.
She wants his powers clipped.
