UNRA On the Spot Over Abandoned Road Project

Uganda National Roads Authority-UNRA has come under fire from Kabale residents for abandoning the rehabilitation of Muhanga-Kyogo-Kamwezi road. The 20 kilometer road stretch connects Uganda to Rwanda via Rwamatunguru boarder. 

The road also connects Kyabuhangwa and Kyogo parishes to Ntungamo-Kabale road via Muhanga Town council. Residents use the same road to access health services at Kyogo Health three in Kyogo Parish. In August 2015, UNRA contracted Ms Summit Project Limited to rehabilitate the road. 

However, work didn't start until February 2016. According to the plan, the contractor was expected to expand the road, put first class murram and culverts as well as work on the drainage channel.  However, local leaders and residents claim that the contractor only worked for three days and disappeared. 

They are demanding an explanation from UNRA why the contractor abandoned the works, yet the road is in a very bad shape. Pamela Kyaikunda, a resident of Kyabuhangwa parish, says she only saw the road workers busy for three days before they disappeared without any trace.

According to Kyarikunda, she is finding difficulty to transport her produce to Rwamatunguru boarder Market because of the poor state of the road. Kyarikunda says she is currently stuck with five bags of unsold sorghum due to the bad road. 

James Mugarura, a resident of Kyogo parish says that patients in need of emergency medical attention also find it difficult to access Kyogo health center III. He hopes district authorities especially the office of the Kabale Resident District Commissioner will investigate the stalled road works.

Tedson Niwagaba, the Kamwezi Sub County LC III Chairperson says the community was happy with the road works even when some of them lost property. Niwagaba says as sub county leaders they don't know why the contractor abandoned work.

Boaz Kazibwe, the Kabale Area Manager Uganda National Roads Authority, says the contractor disappeared without notice. He however, says plans are underway by the Authority to fix the road before the end of this month.
