UNRA Used Road Construction Money For Trainings

Documents before the probe committee indicate that Uganda National Roads Authority forced the consultant, Gibbs International to approve funding for Eng. Godfrey Kaaya to attend a two-week training, from the road construction miscellaneous fund.

Millions of shilling budgeted for the construction of Tororo-Mbale, Mbale-Soroti roads was used to facilitate trainings for Uganda National Roads Authority (UNRA) officials in America and Namibia.

Evidence before the commission of inquiry into mismanagement, abuse of office and corrupt practices in UNRA indicates that among the beneficiaries of the fraudulent trainings was Eng. Godfrey Kaaya Mukasa.

Kaaya who was the project Manager on the Tororo-Mbale-Soroti road drafted a letter which was later signed by the then Executive Director, Justine Ongom requesting for more than 40 million shillings for Kaaya to attend a seminar by the International Road Federation in the United States.


The documents indicate that UNRA forced the consultants - Gibbs International to approve funding for Kaaya\'s a two-week training from the road construction miscellaneous fund.

Eng. Kaaya denied having used road construction funds for his Florida training, on grounds that the documents which UNRA handed to the commission were forged.

During the first sessions of the UNRA probe, the commission received evidence from witnesses indicating that UNRA has over the last seven years been using training opportunities outside the country to reward individuals loyal to the directors.
