Soldier Charged for Killing Four Civilians

Private Isaac Newton Okello, a Uganda People's Defense Forces-UPDF soldier attached to the 3rd Division in Moroto district has appeared before the Division court martial for the murder of four civilians in Alebtong district.

Okello was charged on Monday before the 3rd Division Court martial sitting in Alebtong district chaired by Lt. Col Jackson Katongole. Prosecution led by Major William Rubaranga told court that on December 12th, 2018 while at Okut Village in Aloi Sub County in Alebtong District, Okello shot dead three people including a six-month expectant mother.

The deceased include Okello's step brother, Emmanuel Okello, his 6-month expectant sister in law, Betty Arao, and Elvis Okello, a minor. Major Rubaranga told court that the suspect used his firearm registration number UPDF 56031694 to kill the victims in cold blood contrary to section 188 and 189 of the Penal Code Act.

He presented three witnesses including Moses Ogwang, the area LCI chairperson to pin the accused. In his testimony, Ogwang told court that the suspect had previously threatened to kill the deceased over family land.

The deceased's sister, Esther Akao told court that the late Emmanuel Okello had even reported death threats from the accused at Alebtong Central Police Station. Private Okello pleaded not guilty to the charges. His trial is set to resume this morning at Alebtong Court Hall.

The court martial chairperson, Lt. Colonel Jackson Katongole, said court will deliver judgment by February 6th, 2019. Josephine Omara Olili, the Alebtong Resident District Commissioner has welcomed Okello's trial and urged the relatives of the deceased to remain calm.
