UPDF Cleaner, Fisherman Arrested for Extortion

Two men in Jinja are in trouble for illegal possession of military uniform and extortion.  They are Alex Kyemba, a cleaner at Gaddaffi barracks and Alex Mugume, a fisherman in Jinja district.

The duo was picked up on Saturday morning and locked up at Jinja central police station. They were allegedly found masquerading as UPDF officers attached to the Fisheries Protection Unit while soliciting money from fishmongers in Bugembe market.

The arrest followed reports from the fishmongers that they were paying Shillings 50,000 each month as operational fees to the suspects who could inspect their fish stalls on a weekly basis. The fishermen, numbering to about 56, say they have been paying money to the suspects for the past three months but it was never receipted.

Hussein Mugoya, the Defense Secretary Bugemba Market, says the suspects had never introduced themselves to the market leadership. "Fishmongers were alleging that UPDF officers from the Fisheries Protection Unit were soliciting operational costs without our knowledge. 

When we tasked these army men to provide us with their particulars and accountability of the funds collected, they fled only to be arrested as fraudsters," he said. Silina Nandase, a fishmonger told URN that Kyemba and Mugume visited their stalls donning army uniform. 

"Kyemba and Mugume always presented themselves in army uniform to inspect our stalls and whoever had standing dues was ordered to close the stall and vacate the market," she said.

Vincent Irama, the Jinja Central Division Police Commander confirms the arrest of the suspects, saying they are also accused of conducting illegal arrests of women and stealing their fish.
