US Announces US $ 5m Cash Reward for Arrest of Rwanda Militia Leader

United States has announced a cash reward of $ 5 million to whoever will provide information leading to the arrest of Sylvester Mudacumura, the leader of the Democratic Forces for the Liberation of Rwanda -FDLR. Stephen J. Rapp, the Ambassador-at-Large for Global Criminal Justice announced the cash reward in a tele-press conference to Kigali over the weekend.

Mudacumura is one of the notorious warlords operating in the jungles of the Democratic Republic of Congo-DRC. He is wanted by the International Criminal Court in connection with crimes against humanity and war crimes including murder, rape and torture among others. Mudacumura is also on the list of those wanted in Rwanda for his role in the 1994 Genocide.

He was indicted by the ICC in 2012. His FDLR militia is composed of Rwandan militia fighters most of them believed to have fled into the resource rich DRC after perpetuating the 1994 Rwanda Genocide against the Tusti and moderate Hutus. Rapp explained that they decided to announce the cash bounty because of lack of a legal mechanism to bring the militia leader to justice.

On January 15th January this year, Barrack Obama signed into law the Department of State Rewards Programme Update and Technical Corrections Act of 2012, expanding the authority for the War Crimes Rewards Programme.
