Wakiso Leaders Want Ministerial Zonal Offices Off Their Headquarters

Wakiso authorities want the Ministry of Lands Zonal Offices relocated from their headquarters, saying it is tainting the image of the district. Led by the LC V Chairperson, Matia Lwanga Bwanika, the leaders argue that many people think their workers are involved in the mess associated with the office, which isn't true.

Bwanika says Wakiso district officials are looked at as corrupt because of investigations by different government institutions including the Justice Catherine Bamugemereire Commission and the newly created state house anti-corruption unit into the affairs of the zonal land offices.

Bwanika says they have tried to talk to the officials at the ministerial zonal offices to change their ways in vain since they are not answerable to them.

Bwanika says that in addition to tainting the name of the district, the zonal offices continue causing confusion at the headquarters by attracting dubious individuals posing as land brokers who at times vandalize the property of people visiting the district. 

 

 

He explains that the confusion forced the district to contract a firm to control parking and collect fees from people visiting the district, which Bwanika feels is awkward. 

"How can a person visiting the district headquarters to receive services, which he pays for through different taxes then again be forced to pay for parking! It absurd but we were confused and ran out of options," he said.

 

 

 

Bwanika notes that they have since taken a bold decision to 'chase' the Ministerial Zonal Offices off the district headquarter so as to maintain the image of the district and restore sanity.

He also says the Lands Ministry owes Wakiso District over Shillings 190 million, which they contributed towards the construction of the offices. Wakiso district had contracted nationalHousing and Construction Corporation-NHCC to build the block to house the district's planning unit.

 

However, the district signed a Memorandum of Understanding with the Lands Ministry later, which agreed to contribute towards the construction costs. He says more than eight years down the road; the ministry has failed to pay.

William Turyomurugyendo, the Commissioners in Charge of Planning and Quality Assurance in the Lands Ministry, says they are aware of the unpaid arrears and still committed to the signed Memorandum of Understanding.

Turyomurugyendo says currently the ministry has meager resources and will ministry of finance to allocate them more funds so that they can clear the debt in near future.
