Locals in Kabale district are questioning the criteria used in the selection and distribution of Agricultural inputs under operation wealth creation, an initiative through which Uganda Peoples Defence Forces-UPDF is coordinating agricultural extension activities at community level.
They argue that often dishonest people connive with the Sub County Chief and coordinators of operation wealth creation to be considered. In the end, capable farmers are disregarded while animals are distributed to those with the capacity to influence choices. They further contend that distribution is often tagged to political affiliation of the beneficiaries.
William Kwarikunda, a farmer from Ryakarimira in Rubaya Sub County told Uganda Radio Network that although he had been selected to receive a heifer under the program; his name was dropped on allegations that he did not support the ruling National Resistance Movement-NRM party in recent elections.
He adds that he was replaced with a member of the crime preventers in the area.
Similarly, Jonathan Mutabazi from Nyabitaabo Village in Kaharo parish says that although he was commended as the most organized farmer when a team from Operation Wealth Creation visited his Kraal, his name was dropped off the list of beneficiaries for allegedly supporting an independent contender for the parliamentary seat.
Fulgence Turyatemba a resident of Rubaya Sub County in Ndorwa West - Kabale district warns that unless the coordinators of the project revert to the set criteria of promoting equitable distribution of Agricultural inputs, the initiative is bound to produce no tangible results.

Robert Byamugisha Kakuru, a coordinator at Kick Corruption out of Kigezi, an anti-corruption coalition in south western Uganda says that several capable farmers have been left out in favor of incapable people who do not even own land and other requirements.

But Captain Charles Tebarura, the Ndorwa county East coordinator for Operation Wealth Creation dismisses the accusations as baseless. He however hastens to add that investigations are underway into reports that some farmers were asked for money to attain endorsements from the Sub County chiefs.
Captain Edward Tumwebaze the Ndorwa county West coordinator for the (OWC) Operation wealth creation also dismisses the accusations saying that the situation is under control.
